The Ohio State Opioid Response (SOR) Project will focus on building a community system of care (prevention, early intervention, treatment and recovery support) that emphasizes service integration between physical health, emergency health care, behavioral health care, criminal justice and child welfare.
Ohio will see $55 million in federal funding during 2018 to implement programs that focus on addressing the opiate epidemic. OhioMHAS applied in August 2018 and was notified of the award in September of 2018.

Q: Can someone receive a SOR funded service if they do not have OUD?
A: If the patient does not have an Opioid related disorder with either a primary or secondary diagnosis OR they do not have a documented history of opiate overdose then you will not be able to enter a GPRA for them and they are not eligible for SOR funded services.
Q: How many overdoses does a person need to qualify for SOR funded services?
A: If the patient does not have an Opioid related disorder with either a primary or secondary diagnosis OR they do not have a documented history of one or more opiate overdoses then you will not be able to enter a GPRA for them and they are not eligible for SOR funded services.
Q: Should I use the client's most recent substance abuse disorder admission date?
A: Yes, you should use the client's most recent admission date.
Q: How do I rate each disorder (mild, moderate, severe), do I just estimate?
A: You would use your own judgment if you do not have access to the patient's medical history. However, keep in mind that in order for the client to be eligible for SOR funding, they need either a primary or secondary diagnosis of OUD OR a history of opioid overdose.
Q: Are the interviews done by program staff, or are they self-driven by the client?
A: They are conducted by the program staff. You are not to give the GPRA interview to the client to fill out themselves.
Q: Each program creates their own Client IDs?
A: Yes, coordinate Client ID creation for your whole organization in order to avoid overlap.
Q: What about choosing services expected if you don't know about the future possible services that are SOR funded?
A: Select those services that you are planning to provide that are SOR funded. There is a column on the intake GPRA to list those services which are not SOR funded as well.
Q: What about multiple Opioid diagnoses, but there is only one opioid dropdown? What should we select?
A: Pick the primary diagnosis.
Q: What does the 80% follow-up rate refer to?
A: The 80% minimum for follow-up only counts clients who have completed a follow-up interview. Any that were not able to be reached, or who refused, will not count towards that 80%.
Q: What if you cannot locate a consumer for follow-up interviews?
A: Start a follow-up interview in the portal and select that you will not be conducting an interview, then select the reason why you could not conduct the interview.
Q: Does the same person (who completed the initial GPRA) need to complete the follow-ups, discharge, etc?
A: A client can be transferred to another interviewer by WSU. Email us at SORGPRAQuestions@wright.edu with the client(s) ID, the original collector's name, and the name of the collector you would like the client(s) transferred to.
Q: Can you do discharge VIA phone?
A: Yes, Follow-up and discharge interviews can be completed over the phone.
Q: Can we have a copy of what the communication looks like that will be coming from WSU going to the client (The envelope and letter that a client will receive with the gift card)?

Q: Should I include SUD medications under the drugs and alcohol sections?
A: Yes, you do include prescribed medications in the drugs/alcohol section.

Q: What is the "patient event" tab for?
A: "Patient event" is there so that you can track the times that you tried to reach a patient for follow-up. This is both for your records, so that you can keep track of when you tried reaching a patient and see if there is maybe a different time of day you haven't tried, as well as for the state to see that an effort was made to try and get a hold of the patient.
Q: Can agencies get log-in permission set up prior to the training?
A: Access to GPRA will be provided once staff are trained. We are aware that start up can be slow and we are working to get people trained as fast as possible.
Q: When are the next training opportunities for learning to administer the GPRA?
